Since he has an archive, you'd just un-attach the archive PST and if it doesn't change things, it's not the PST. Outlook has a lot of moving parts and any one of them could be the problem. I've had 5gb PSTs on a decent network no problem.

PST is for offline mail, OST is for cached mail. You would just remove the outlook profile under mail in control panel, and set it up again and let it re-download, where it would create a new OST.
There is no "moving mail around" to a new PST because it's all in the cloud/on the server if on prem. He shouldn't have a PST, he should only have an OST. Let's backup with the PST related recommendations. I'd greatly appreciate if anyone else has any ideas that I could try or should I just re-build it and hope it makes it better? I'm currently in the process of re-creating his profile with the shared mailboxes set to run in online mode to make his OST file smaller to see if that resolves the issue, he's also got a 5GB Archive file (.PST) though.
